Description: Convert PEP 639 SPDX license string form to PEP 621 table form
 cmd2 4.3.1 pyproject.toml uses `license = "MIT"` (PEP 639 SPDX string) and
 `license-files = ["LICENSE"]`, which require setuptools >= 77.0.0.
 The openEuler 24.03 LTS SP4 chroot ships setuptools 68.0.0, which only
 supports the older PEP 621 table form `license = {text = "..."}`.
 This patch converts the license declaration so metadata generation
 succeeds under the available setuptools, without upgrading the toolchain.
